eMPF Platform: The Employer Checklist for Hong Kong SMEs
The eMPF Platform is the MPFA's single online system for running MPF. Since 30 April 2026, all 24 MPF schemes run through it. Employers now register, enrol staff, submit remittance statements and pay contributions in one place, whichever trustee they use. There is no fee to register or use it. The contribution day is still the 10th of each month. An employer's first job is to have its Company Authorised Person register and activate the account, which takes up to 2 working days.

What the eMPF Platform is
Before eMPF, each MPF trustee ran its own administration. That meant separate forms, portals and payment references for every scheme. The eMPF Platform replaces them with one set of processes, run for the MPFA by its subsidiary, eMPF Platform Company Limited. The trustees still manage the funds and the investments. The day-to-day administration has moved to the platform.
In a blog post on 3 May 2026, the MPFA chairman said all 12 trustees had joined. That brought about 5 million scheme members, 300,000 employers and more than HK$1.5 trillion of assets onto the platform. The MPFA confirmed the platform was fully operational on 9 May 2026.
How the onboarding rolled out
Schemes moved over one at a time across 22 months. The eMPF onboarding schedule lists all 24. The milestones that affected the most employers were these:
| Date | Scheme(s) joining eMPF |
|---|---|
| 26 June 2024 | YF Life's MASS Mandatory Provident Fund Scheme, the first |
| 7 May 2025 | BCT MPF – Simple Plan, Smart Plan and Scheme Series 800 |
| 30 December 2025 | Fidelity Retirement Master Trust and Haitong MPF Retirement Fund |
| 29 January 2026 | HSBC and Hang Seng MPF SuperTrust Plus |
| 26 March 2026 | BCT (MPF) Industry Choice |
| 30 April 2026 | BEA (MPF) Industry Scheme, the last |
Some commentary says the switch was complete when the HSBC and Hang Seng master trusts moved on 29 January 2026. The two industry schemes for catering and construction followed in March and April. Any employer still holding a login for a trustee's old portal should treat it as retired.
What changes for employers
The legal duties have not changed: enrol staff on time, pay by the contribution day, give employees their pay-records. What changes is where and how you do each of them.
| Task | What it looks like on eMPF |
|---|---|
| Registration | A Company Authorised Person registers the employer on the web portal or mobile app, verifying their identity through iAM Smart |
| Staff access | Roles are assigned: Company Authorised Person, Scheme Authorised Person and Other User |
| Enrolment | New employees are enrolled on eMPF, with a tax-residency self-certification for each |
| Remittance statements | Submitted through the web portal, the mobile app, a bulk upload using eMPF's standard template, or on paper |
| Approval | Payroll groups can require a second person to approve contribution data before it is final |
| Payment | Direct debit, FPS, online bill payment, PPS, e-Cheque, cheque, or bank transfer including CHATS and telegraphic transfer |
| Termination | Report the cessation and pay the final contributions on or before the 10th of the month after the last day of employment |
The employer information that migrated with each scheme includes company details, payroll group settings, the latest contribution records and existing direct debit authorisations. The quick-tips guide lists three things that did not migrate: your old trustee username and password, your trustee account settings, and the calculation methods for any voluntary contributions. Your trustee provides the details for those.
JetFlow's HR module calculates each employee's mandatory contributions inside the HK$7,100–HK$30,000 relevant-income band. It keeps the figures you submit on eMPF next to payroll and the ledger, so the remittance statement, the bank payment and the payroll journal can be reconciled. See how JetFlow runs payroll.
Step-by-step: getting your company set up on eMPF
This sequence follows the eMPF quick tips for employers and the eMPF employer FAQ.
- Choose your Company Authorised Person. This is the person who registers the company and controls access. Have the board appoint them using the Company Authorised Person Appointment Form, or pass a board resolution.
- Gather documents. You need the business registration certificate, plus the Certificate of Incorporation for a company or the partnership deed for a partnership.
- Register. Use the eMPF website or mobile app, verify identity with iAM Smart, and name a Contact Person as well as the Company Authorised Person.
- Wait for activation. An activation email or SMS arrives within 2 working days. Activate the account with two-factor authentication by one-time password.
- Check the migrated data. Compare the company details, payroll groups and employee list with your own payroll records before the next contribution day.
- Set up payroll groups and approvals. Decide who prepares contribution data and who approves it. Keep those two roles separate where headcount allows.
- Grant user access. Give payroll staff Other User or Scheme Authorised Person access rather than sharing the Company Authorised Person's login.
- Set a default payment method. With direct debit as the default, nothing more is needed once contribution data is approved. With any other method, you pay the "Outstanding Payment" shown after approval.
- Connect your payroll output. If you use payroll software, get eMPF's technical specification for integration, or export to the bulk-upload template.
- Run a dry month. Submit, approve and pay one cycle early, then download the record to confirm it matches the payroll.
Worked example: one month's contributions
A company pays three employees for September 2026. Contributions are due by Monday 12 October 2026, because 10 October is a Saturday. Mandatory contributions are 5% from each side on relevant income between HK$7,100 and HK$30,000 a month, under the MPFA's contribution rules.
| Employee | Monthly relevant income | Employee 5% | Employer 5% | Total |
|---|---|---|---|---|
| A | HK$6,800 | HK$0 (below HK$7,100) | HK$340 | HK$340 |
| B | HK$24,000 | HK$1,200 | HK$1,200 | HK$2,400 |
| C | HK$42,000 | HK$1,500 (capped at HK$30,000) | HK$1,500 | HK$3,000 |
| Total | HK$2,700 | HK$3,040 | HK$5,740 |
The employer still pays 5% for Employee A even though A contributes nothing. Employee C's contributions stop at the HK$30,000 cap, which is why both sides pay HK$1,500. A new joiner is exempt from the employee portion for their first 30 days of employment and any incomplete wage period that follows, but the employer's portion is still due.
Paying correctly
The eMPF payment methods page lists every accepted route. When paying by FPS, the payment message must carry the employer's 8-digit eMPF account number. It must also carry the 16-digit MPF Contribution Bill number (starting "BLD"), the Submission Reference number (starting "RSD"), or both. Without these, eMPF cannot match the payment to the remittance statement.
The eMPF service centres do not accept cash. Paper remittance statements can be posted to PO Box 98929, Tsim Sha Tsui Post Office, or left in a service centre's drop-in box.
Common issues and how to avoid them
- Arrears showing after you have paid. eMPF's FAQ warns that outstanding-contribution or surcharge records can still appear after full payment while the match is processed. Check the payment reference before paying twice.
- An unmatched FPS payment. Leaving out the account number or bill reference is the most avoidable cause of a payment sitting unallocated past the contribution day.
- Enrolment deadlines missed on part-timers. The 60-day enrolment rule under the MPFA's enrolment page applies to part-time staff aged 18 to 64 as well as full-time staff. Casual workers in construction and catering must join an industry scheme within 10 days.
- One login for everyone. Sharing the Company Authorised Person's credentials defeats the approval workflow and makes staff turnover a security problem.
- Voluntary contributions calculated the old way. Calculation methods for voluntary contributions did not migrate. Rebuild them from the trustee's details and check the first month.
- Late termination reporting. A leaver's cessation and final contributions are due by the 10th of the following month, the same as the normal contribution day.
The penalties are real. According to the MPFA employer FAQ, late contributions attract a 5% surcharge. The MPFA can also impose a financial penalty of HK$5,000 or 10% of the arrears, whichever is greater. Failing to enrol an employee can lead to a fine of up to HK$350,000 and 3 years' imprisonment.
Frequently asked questions
Do employers have to use the eMPF Platform?
Yes. Every MPF scheme had moved to eMPF by 30 April 2026, so enrolment, remittance statements and contributions for all schemes now go through it. Paper remittance statements are still accepted, but they are processed by eMPF, not by the trustee.
How long does eMPF employer registration take?
The Company Authorised Person registers online with iAM Smart and uploads the company documents. The activation email or SMS arrives within 2 working days. Build in extra time if the board has to pass a resolution first.
Is there a fee to use eMPF?
No. There is no charge to register for or use the platform. The fees that MPF funds charge members are a separate matter and are set out in each scheme's offering document.
Has the MPF contribution day changed under eMPF?
No. Contributions are still due by the 10th of the month after the wage period. If the 10th is a Saturday, a public holiday or a severe-weather day, the deadline moves to the next working day.
What is the eMPF hotline number?
The general eMPF hotline is 183 2622, open 9am to 7pm Monday to Friday and 9am to 1pm on Saturday. For contribution enquiries, eMPF lists a separate line, 3197 2834.
